    The GetUserTag2 method returns the user tag for the given index
    HRESULT GetUserTag2(
	[in] LONG p_nIndex,
	[out, string] BSTR* p_pwsTag,
	[out, string] BSTR* p_pwsDefaultValue,
	[out] BOOL* p_pbEnabled
);

    Parameters:

    p_nIndex
	[in] tag index

p_wsTag
	[out] user tag

p_wsDefaultValue
	[out] default tag value

p_bEnabled
	[out] flag, tag is enabled

    Return values:

    S_OK on success or COM error code
    NV_NOT_INITIALIZED - Initialize was not called
    NV_UNKNOWN_PROFILE - no profile loaded
    NV_INVALID_USER_TAG - invalid user tag index

    Remarks:

    This method returns information about the tag at position given by p_nIndex
