    The AddUserTag method adds an user tag
    HRESULT AddUserTag(
    [in, string] LPCWSTR p_wsTag,
    [in, string] LPCWSTR p_wsDefaultValue,
    [in] BOOL p_bEnabled,
    [out] LONG* p_pnIndex
);

    Parameters:

    p_wsTag
    [in] user tag

p_wsDefaultValue
    [in] default tag value

p_bEnabled
    [in] flag, tag is enabled

p_pnIndex
    [out] tag index

    Return values:

    S_OK on success or COM error code
    NV_NOT_INITIALIZED - Initialize was not called
    NV_UNKNOWN_PROFILE - no profile loaded

    Remarks:

    This method adds a new user tag at the end of the list.
